Put her in a cold shower every time she wets herself. Tell her it's to "clean her up". If you do it consistantly, she'll learn quickly that the waiting until it's too late isn't worth the cold shower.

Honestly, if you think a cold shower is cruel, you just haven't reached your breaking point yet. It's not punishment per se. It's a matter of her making a choice and based on that choice having consequences. If you let her know up front that if she decides not to get to the toilet on time then she'll have to have a cold shower to clean up, you are letting her know that her choice results in a consequence that she doesn't like. Typically it only takes a few times of getting a cold shower to let the child know that you are serious about the consequence. You have to be consistant with it and do the cold shower every time to make it work.

It's natural for you to feel bad. She just needs to know that you are serious about her using the toilet. Keep up the showers every single time and she'll get the message most likely.
