My daughter is 4 years old. She's completely potty trained, both with pee and poop, and during the day and night.
However, when she goes #2 on the potty sometimes she doesn't tell us, doesn't wipe and then gets it in her underwear. We've told her many times that she needs to tell us she does goes, but she doesn't. Maybe she's embarassed? I don't know.
Maybe start a reward system for getting her to tell you when she needs to poop so you can help her learn how to wipe properly.
Offer flushable wipes. I know that helped my son learn how to wipe successfully.
Remind her that if she doesn't wipe, she'll smell like poop and that's gross. Also mention that poop staying on her behind can make her hiney hurt (just like diaper rash).
If she loves her panties, tell her you are going to start throwing them away if they have a bunch of poop in them and let her see you throw them away. You can go back later and fish them out of the trash to wash and have for much later but make her think you are throwing them away and tell her that she'll have to wear plain white ones instead.
