Get rid of the plastic/rubber pants and have him in only underwear.

Let the pee run down his legs. There's something about that that makes most kids WANT to use the toilet instead.

Make him clean up the pee out of the floor.

He's plenty old enough to be using the toilet regularly unless he has medical/developmental issues.

Also, are you offering a small reward for anytime he initiates on his on, going to the toilet? Something like a gummy bear or skittle or mini marshmallow or something? Offering a bigger reward, such as legos, isn't something that's really going to keep a child on track.

You could go ahed and buy the lego set and give him a lego every time he successfully pees or poops.
