Neighborhood bullies

Ok. Here's a common one all of us have to deal with. My kids were playing outside in our yard and the neighborhood bully rides down the road on her bike cussing and threatening them. Take in mind my children are 4, 6, 6, & 11 plus we had another 6 yr old playing at our house as well. I tell them to let me know when she rides past again. She rides past again and I ask her if her mom is home and she says I don't know. I thought maybe her mom would reprimand her for going past and cursing in front of little kids. Not so much! I went over to her duplex and Cujo comes out and about bit me. I try to have a decent talk with this lady and not try to be stand offish but she was not caring about a word I said. I know this is an age-old dilemma and was wondering how anyone else would have handled this situation. Maybe I'm too old school.
