We finally got the high school my 15 yo DS attends to evaluate him for an IEP at the end of last year. He didn't qualify but they did vote him in as at risk and set up a 504 plan. He is supposed to get a tutor, pre-made notes and weekly emails to me with his assignments. One of his teachers has informed me via email that she will not email assignments to me. I sent this message on to the school counselor and decided to let this settle for a little while before I act. Has anyone had a teacher refuse to participate in a 504? IF so, how did you handle the situation?

From what I understand, a teacher cannot simply refuse to follow a 504 plan. I think it was a good decision to send this to the school counselor to first see what they can do. Have you spoken to the teacher about why she refuses to do it? Does she understand the reason why your child needs this? If the teacher is combative though, don't get into arguments, ask for the counselor or principal to be present, and stick by your child's rights under the 504.
