Is there a list of guidelines somewhere, of what needs to be taught or learned by the end of each year??

You could also find your state's standards by going to your state's department of education website and looking up standards. They are usually broken down by grade to help you understand and you can reference them anytime normally for free unless you want a physical copy then they may charge.
