question on letter of intent

I read the requirements for NC law about the letter of intent. It says I don't have to send a letter of intent if my child is under the age of 7 an will not turn 7 before this comming June 1. My son will turn 7 Sept. 5, 2013 do they mean June 1, 2013 ? I just want to make sure I'm getting this right. Thanks!!

Yes, though that seems really early for a cutoff date, but it would be turning 7 by June of this year.

I would take it as the June before the school year. So for the 2013-14 year, you wouldn't have to register him. But for the 2014-15 year, you would.
