My suggestion is to work on teaching him empathy.

He's calling names and constantly picking weather they tell him to atop or not. It probably is the empathy part that he's missing because it doesn't show that it bothers him when they do it to him.
Also don't know if we should talk about how bullying affects people to the point of suicide? Is he too young for that? He has done bullying stuff at school for the Dare program tho

I would research and discuss all the affects of bullying. At 12 years old, he should understand the full consequences of his actions. Given that my son is the same age and we've had talks about death and what suicide is, I don't think he's too young.
