Well I applied for an open job in my department. Union rules require the job must be posted outside of the district.

I just found out that because I'm qualified and in line for this promotion I got the job!

Others from outside the district applied but nobody inside (besides) me applied because it is a job in the IT department and you have to have the experiance.

It's a little bump up but better then no bump up at all!

Awesome!  When I worked for the University of KS Medical School, we had similar "rules."  It was a state agency when I worked there and vacant positions had to be posted and offered to outsiders, too.  I was able to move "up the ladder" there, as I gained experience.  I sometimes wonder where I'd be if I had stayed there?  The hospital became an independent entity shortly after I left there in 1994.
