Rims wider then the tires

I tried to google this and couldn't find much other then the words "tire streching" and basically, to not do it. Anyway, maybe someone has an answer! And I hope I can explain it.....I was driving on the freeway yesterday, when a super lifted 4 wheel drive truck passed me. I point that out for a reason.....Anyway, the rims were wider then the tires Wish I could draw a picture. The center of the tires were steched out wider then the threads to "fit" the rims. My first thought was to pull away from the truck, it just seemed unsafe. And I used to go 4-wheeling/boulder crawling often, so it seemed more unsafe from an off-road perspective. But I am sure no tire expert. What is the purpose of doing this? And just asuming this truck actually goes 4-wheeling...then why? What is the goal? Anyone know? Just my curiosity.
