Should the government, which doesn¹t test or verify submitted inventions, have to verify that a patent works ?

I am not for sure how i feel about it.  I know most are still works in progress and people are seeking patents before anyone else can.

Patents are to protect ideas, not necessarily working inventions.  And yes, I fully support them.
