Do you think it's bad etiquette for a baby shower to be given by the mother and mother in law?

 I don't see why it would be.  The only time I've ever had a problem with a baby shower was when the new mother asked me to throw one. When I found out she was adopting, I offered to give her one.  Fast forward a couple months, someone else threw her a shower and nobody showed up.  So I get an email saying "If you want to throw a shower for me, that would be okay."

Mother-in-law, no. Mother-to-be, yes. Sometimes, when mama really has no one else to do it for her, I can understand her throwing it herself.

I thought generally the grandmothers to the baby throw the baby shower.

I think it's perfectly fine for anyone other than the mother to be herself to throw a baby shower.  If the mother to be wants to throw a party that's fine, but it seems rather inappropriate to fill out a baby registry and then invite a bunch of people to give you gifts...
