I remember being 11 years old.
When we lived in Pennsylvania....not until age 13. And we never left ynger siblings in their care until age 15 (and only rarely then...or only for very short periods of time).
Living where we do now, in northern Israel, we have left even our 9 year old home alone. I'm not worried about my kids safety here and I know that even my 9 year old knows how to behave without an adult around.
Not until they are 12 years old, that is my rule. So far I only have one child older than 12 so she is the only one that gets to stay home alone with the kids so far, my 11 yr old son will be next and he's right around the corner from turning 12. My oldest daughter is 14.

Derek was 10 when I first left him home alone for an hour.
10. My oldest has proven himself trustworthy and level headed in an emergency situation. He is 11 now and even babysits for short periods.
My dd was 10 when I started letting her stay home for short periods of time.
