How do you get kids to understand the concept of time?

My 8 year old SS has no concept of time.  He can tell time, yes.  But if I say we have 20 minutes before we need to leave, he has no concept of how long that really is.  We run into the issue where he thinks he has plenty of time to do stuff, so he dawdles.  Then low and behold he is out of time.  Mornings seem to the be roughest.  He has an hour to get dressed, brush teeth, make bed, and eat.  Most mornings, he runs out of time.  

We have tried punishment.  Like here is what you have to get done before we leave of a morning, what isn't done, you do when you get home AND you loose a priveledge (depends on what we have going on).  

We routinely tell him how much time is left to help him understand how long something is taking him.  But he still isn't quite grasping it.  

We tried going to bed earlier and waking up earlier so he would have more time.  This had the opposite effect, he moved even slower.  He gets 9 to 10 hours of sleep a night, and truly does need it.  

We do as much as we can the prior evening.  Clothes are laid out for the day and other chores are done of an evening.  He is responsible for this stuff, just most evenings we are not under a time crunch.  So if it takes him 30 minutes to lay out clothes, it has no real effect on the rest of the house.  He may not get as much time to play, or whatever but that doesn't seem to bother him.  

The kicker is if you say, you have 15 minutes left.  He will state he has plenty of time...... 

Need some tips on getting him to understand time... Any ideas?!?!  Is this just a phase he will outgrow?!?!
