waking up baby

My DS is 3 and he is always waking up he baby sister (4 months). I have told him that when he wakes her up he loses the mommy and jaxon time bc I have to comfort his sister. He keeps doing it! Any suggestions?

when she's napping? or in the evening, too early in the AM?

waking her by just being loud in general, or actually going to her crib and waking her up?

 I think that having a new baby, he probably already feels he has lost Mommy/Jaxon time and taking more away is not what I would advise as a consequence.

what kind of things do you normally do during her nap time? Maybe her naptime can be Mommy/Jaxon time, and that would keep him distracted from wanting to wake her?
