I found this while looking for a pattern today. It is a thread on making skirts. In this thread there are several links to step-by-step tutorials on making these cute skirst. I just thought it would come in handy for some of our new sewers and experienced ones too!

Yes, Absolutely. My daughter has a skirt like this, and it's her favorite. It just has more layers and is scrap materials. She's bugging me to make her another one lol.
Quoting Jampuppy:Oh! Those are sooo cute, Jen! For grown-ups, the layers could be longer and a bit more subdued in terms of pattern and colours! My daughter is still young enough to wear those. What a great way to use scraps of fabric, too! Thanks!
