Should santa come down with h1n1, he would likely not become deathly ill, so for that argument, I would say he doesn't need to move to the head of the line for his own benefit. However, should he become ill with flu and assume it is just a small bug (because his symptoms do not present as h1n1), he might go on to work infecting the line of children and then those they come into contact with. For that reason, I think Santa should be vax'd if he so chooses. That said, if I had little kids, I'd skip the santa experience altogether this year.
