That is a mischaracterization of the policy.

It's free if she doesn't tell her parents because in the absence of their involvement she can claim financial hardship and PP will cover the cost. If her parents request the procedure they have to pay for it.

I don't see what the big scandal is. Obviously she asked for an abortion because she didn't want to have a baby and she wouldn't be the first teen to hide it from their parents.

Washington has no parental notification rules and the girl went to planned parenthood to obtain an abortion. They provided her the services based on her ability to pay, rather than based on her parents income. That is hardly shocking.

This story is close to two years old.

Oh and the mother had signed the consent form for her daughter to obtain treatment through the clinic. The school didn't set up the abortion the clinic did.

Of course. 

You forgot to mention that in Washington, Parental Notification is NOT REQUIRED.

Therefore, she didn't have to tell her mom, who would have probably paid for her to have an abortion....or forced her to have a baby she didn't want.

Which is better?

The mother clearly neglected to read what she signed. The consent form states


The representative from the program points out that the mother signed a form stating her daughter could independentantly consent to a wide variety of medical assistance.


Cosgrove read the consent form to Ross: "Youth may independently access reproductive health care at any age. They may independently receive drug and alcohol services and mental health counseling from age 13."
