Idea for balloons for a party need help

So it's my grandpas 80th tomorrow an I wanted to attach a picture to one ballon and have a bunch of balloons floating around with pictures attached to the string. I guess I wasn't thinking when I tried one out and it sunk to the ground because the picture is too heavy. The balloons are filled with helium. Is there any possible way to make them float with the picture?? Thanks! Might be a stupid question lol

have you tried taping them higher up on the ribbon?

Tie two or three balloons together. Or make photo copies of the pictures. Paper is lighter than a regular photo.

Print them on regular paper, instead of photo paper.

 Or hand feed tracing paper into the printer.

Use printed paper and tape or glue them to the filled balloons instead of to the string.
