CROCHETERS: a quick ??

anyone know...in broomstick lace are you putting the loops on the knitting needle on a ws or rs row? I think it's a ws row, but want to double check, before trying it for a stripe on a sampler blanket I'm making.

Link to the pattern? Not many people know a lace pattern off by hand.....
