S/O -- Was the person who called the police in this case wrong?

why or why not?  Should the person who called the cops and got a statewide Amber Alert in motion have been minding his/her own business?

This occurred recently in FL:

MIAMI (CBS4) – Miami-Dade Police cancelled the statewide Amber Alert early Monday evening after a 5 year old girl, believed to have been abducted, was found safe.

Police say the whole ordeal was a “misunderstanding”.

According to police, a family from Venezuela rented a car and was running errands around town when their daughter wanted a bottle of water. The water was in the trunk, and the girl went through the backseat to access the trunk but could not reach the water. At a stoplight at the intersection of Bird Road and 57th Avenue, her father popped the trunk to get the water, and a motorist behind the car thought they saw the girl in the trunk.

No, they weren't wrong to call the cops. Use of the Amber Alert was incorrect, however. That's for a known missing child.

That sounds like a better safe than sorry, and I remember getting the alert on my cell.

Better safe than sorry.  Definitely not wrong to call the police.

No, they did the right thing. I am sure they are glad they were wrong and a bit embarrassed.

Definitely better safe than sorry. That would have scared the crap out of me if I thought there was a kid in the trunk.
