Should the NFL make a rule against fan noise

Seattle is well known for their loud football fans.  It has become such a thing in Seattle that they have even dubbed the crowd The 12th Man and bought the rights tot he name from a Texas A&M a few years back.  

On Sunday's game the 12th Man set the world's record for the loudest crowd roar at 131.9 decibils.  

San Francisco 49ers and their fans are less than pleased with the impact the crowd had on Sunday's game.  

Here is a screen shot of a letter to the editor written by a 49er fan.  

What do you think?  Should rules be made to limit crowd noise? 

ETA:  The fans broke the record and then broke their new record on Sunday.  The final decibel reading was 136.6

I do not think whistles should be allowed- but loud cheering is A-OK by me-

 It's not tennis...it's football. Who wants to go to a game and sit quietly? Fans have been called the 12th man for as long as I can remember, it's part of having home field advantage.

Comparing cheering to drugs?? Really? We are huge fans here in Seattle. I doubt you are ever going to get us to sit quietly through a game. How exactly does it create an advantage? The Seahawks have to play through the noise. Boo Hoo 49ers. Your just mad cause we whopped you!!

I think if you know you're going into such an environment you prepare for the noise.

It's not golf.  It's football.  These men are professionals.  I think they can deal.  And if they can't, and whine about like babies, they have no business playing in the NFL.

I'm not a sports fan. I like to watch golf on TV. I think one reason is that golf is usually quiet. Football games ,almost any sports are too loud. Even at my grandson's soccer games parents are just unreasonably loud,sometimes hostile,which I think is wrong and selfish. The only reason I am there is for my grandson .
I just am not a fan of sports and screaming people.
