Hot Topic (6/13): Benefits for children of illegal immigrants

All Things Considered, April 15, 2009 · Children living in immigrant families are more likely to be poor than those whose parents were born in the U.S. But these same children are far less likely to receive public benefits — even though most of them were born in the U.S. and are citizens. This has some people worried about the welfare of one of the nation's fastest growing groups — the citizen children of immigrants.

Adriana, who did not give her full name because she is in the country illegally, recently came looking for help at CASA de Maryland, a nonprofit agency outside Washington, D.C., that assists immigrants. At the time, Adriana, 21, was a few days away from giving birth to her third child. She already had two little boys, ages 1 and 3, and their father had left them months before. And she was homeless.

Adriana and her children had been sleeping in the streets, but the night before, strangers took them in after seeing them out in the near-freezing cold. As Adriana spoke, her youngest son ran around the room, swinging his bottle. He wore one-piece pajamas over a turtleneck shirt. She looked tired and worn.

"She says, 'Today I really need somebody to help me out because the family who helped me yesterday — they can no longer help me, and I have no place where to sleep with my kids tonight,' " said intake specialist Elizabeth Flores, who translated Adriana's Spanish.

Flores said the young woman tried to get housing, food stamps and medical help at local social service agencies. But without a passport, proof of residency or birth certificate for one of her sons, she was having little luck.

"She's living nowhere, so basically she has no address," Flores said. "So they told her she cannot apply."

A Complicated Case

Adriana's case is complicated by the fact that she's an undocumented immigrant from Mexico. Her children were born in the U.S., but like many citizen children of immigrants, they don't receive the public assistance for which they're eligible.

There are many reasons for this. Some, like Adriana, don't have the necessary paperwork or are confused by the requirements because they don't speak English. Flores says many immigrants in the country illegally also worry about contacting any government agency, even if it's to help their children.

"They don't feel comfortable going there," she said. "They are afraid because they have no documents."

That is a common problem, said Jonathan Blazer, a public benefits policy attorney with the National Immigration Law Center. Blazer said undocumented immigrants are not supposed to be reported to immigration authorities when they apply for benefits for their citizen children. In fact, the Agriculture Department, which administers the food stamp program, basically makes that point in its brochures.

What I really find interesting where I live is that the majority of the people I actually talk to about illegal immigrants are legal immigrants. The majority of the legal immigrants are complaining about the illegal immigrants. They do not understand how they can come here and demand things while being illegal. They are actually mad that the illegal immigrants do not want to become legal but want things made easier for them to be here. 

Again, this is something that I find interesting that the majority of the legal immigrants I talk to are mad at the illegal immigrants. This in, my opinion, should make us open our eyes a little.

This issue is a very complex one with many sides. There is no clear cut way to make this issue right. However, it is my opinion, that we should make those who bring over illegal immigrants by the bus load pay for their actions, we should make any government official who looks away or encourages this practice pay, we should deport anyone who comes into the country illegally . I also think that we need to take a closer look at our immigration laws and why it is so hard for someone to become legal.

I think that if someone pays a coyote or whatever they are called thousands of dollars to bring them over illegally, they can pay to come over legally.  Again, I know not all illegal immigrants do this. But many illegal immigrants from all over the world pay large amounts of dollars to come into this country, why not use that money to do it legally.

Again, I also believe many of our laws need to be re-looked at from both sides.

I don't hear you crying over billions of aid being dropped on Somalia, Africa, ect EVERY YEAR. Oh, yeah, that's right. THEY aren't in the US. EVERYONE knows if you DARE to cross the borders of the good 'ole US,  you BETTER  do what WE say, and do it HOW WE say. Starve, live in the streets, be pissed upon and treated like less than human all because you didn't do WHAT WE SAID. You wanted a better life, but you didn't have the THOUSANDS it takes to be legal upon entry, because where you came from, your children were starving to death, you had no rights, and no hope of ever feeding yourself and your family, no hope of survival. TOO BAD. Go back and die a slow agonizing death. We don't care. Oh, and take your american born children back to die too because why should WE help you and your "anchor" babies? You didn't do things the "right way".

Now, if this was ANY other nation doing this, You people would be here, on your soap box saying how cruel, inhumane, and unjust this was. If people from Africa, Somalia, Sierra Leone, and so on were able to come here as easily as the citizens of Mexico can, you bet your sweet ass they would. AND I bet EVERY last dollar I have that you "ladies" would be the FIRST to say they should be deported back to the hell they came from, because they didn't do it "your way".

*AND FOR THE RECORD* I am an AMERICAN BORN CITIZEN. I have ALWAYS felt that EVERYONE deserves the opportunity to LIVE. LIVE free of squalor, oppression, starvation, filth, economic depression, and to have equal rights. I believe EVERYONE has the right to be able to put food on the table, a roof over their heads, have clean drinking water, clothes on their backs after a hard day's work, not bust their asses and have NOTHING because of a corrupt Gov't that takes everything from their citizens.

I pulled into Djibouti Africa in 1994, during the Rwanda Ethnic cleansing, when my Ship moored to the pier I noticed as far as the eye can see what your help did for these people.

Palates upon Palates of Rotting grain from the USA...that is right not a single grain ever made it off that pier, so the next time you speak of not complaining about Aide to places like Somalia, be careful as to what you do not know.

Sympathy and Empathy are two seperate animals , I hold no sympathy for anyone when it is not right, I hold Empathy for all who wish to help them selves legally, ....

Im sure many people feel very good about all that money they sent to pay for food for those poor people... the trouble is it never made it to their mouths, and we were never informed as to the waste it went.

So where does the blame lie? Are you saying that people shouldnt try and help since there is a possibility that the money, or food isnt going to get where its needed? That is rediculous. Second, I hear the argument over and over about laws.. yes there are laws.. but I can guarantee you, that if it came down to a situation such as starving, or running from a corrupt country that people are dying because there are wars going on, you would do the same. Its sooo easy for everyone that has had the luxury of living in this country all of thier lives to say, oh they should do it the right way. How do you expect for people to do it the right way, when the laws themselves are unfair? Let me see you, a person who cant even afford a loaf of bread, pay thousands to get your citizenship, while at the same time, seeing innocent people getting killed everyday from Drug Cartel wars that are in your city, neighborhood, on your streets. Again, its easy for some of you to sit on your pedistal and preach about laws, and how people need to do things the right way, but in all reality, not caring, being selfish, and inhumane to other people because of their status, creed, or race is by far the part that isnt right at all. I feel sorry for so many Americans in that aspect, because the little apathy, and sympathy that we all have toward other people because somehow we have the mindset that we are "above or better" but someday, we ALL are going to have a sad awakening, which will make everyone realize that the pedistal they have been sitting on all of thier lives, was all a huge facad.

I agree with you, having lived with "these people" deep in Mexico where people really cant do a damn thing to change anything around them and have no other choice but to get out any way they can....do some come who dont need to be here of course but for the most part "these people" sometimes make a life and death decision...
