Problems with my neighbors again, anyone know the law?

* I will add we CAN'T move, we can't afford to rightnow but hopefully we can in a few months, I am getting a check for egg donation. Relocating to Portland.**

Today my MIL was visiting and the dad comes up to the propery line and stairs us down with a "Im going to murder you" look, started laughing evil and went inside, then he sent his kids out to play and we sat outside talking, then the cops come, he called them on us and said we were taking pictures outside. ( we werent, but thats not against the law. so?) Anyway the cops come over and told us pretty much to stay away from eachother, they refuse to listen to my story and told me i am NOT ALLOWED TO SIT IN MY OWN FRONT YARD WHEN THEY ARE IN THEIR FRONT YARD TO SIT IN MY BACK YARD. (Can they tell me that legally?) They completley took his side because he talked to them first and i went unheard. Then I ask them what I can do about him threatening me and stairing me down like that they said if i get a case number when he did it again to file a warrant. I am TERRIFED of this man. I am a 4'11 woman weighing 95 pounds home ALONE with no self defense weapon or anything with a little baby.

What can I legally do to protect myself? can i get a restraining order? where do I go? I am so fed up that I want to move but we are broke.

BACKSTORY**

Every since we moved here they have been ridiculous! They scream, they come play in our yard, shoot bbguns in the middle of the neighborhood at peoples cars and trashcans, they even pulled it out and shot a can right beside me as i was pushing LO in the stroller!  they ride their bike in our yard and throw their scooters at our tree and roses. Kids will be kids but this is ridiculous I have had to ask them several times at 11 oclock at night to quiet down because they wake my 8 month old up over and over.   Throwing balls at my windows, screaming in my yard. Yesterday I had to get on to them 5 times about breaking things in our yard. Tonight was the last straw, when the one boy who must be 16 was outside playing electric guitar, blasting it on an amp, with two really young boys maybe 9 or 10 and dd woke up screaming, i go outside and ask them to turn it down please and they say "No, sorry' these houses are are super super close together, we share half a yard. I come back and say "Please you are waking my baby up, i'm gonna have to call the cops" they said they didn't care cause they weren't doing illegal things. So i call, and a cop comes for like two seconds and the children disperse.

I'm at my whitts end. If this conentues what do i do? We have a HOA here down the street, and my MIL says to call the sheriff instead of the police.

I feel like im in a nitemare!

Backstory part two- So, today, about two hours ago the dad came over an beat on our door, not knowing who it was I opened it an he imeaditly screamed in a very bullying threatening mannor "You the one having a problem with MY kids?" I said "Yes sir, I asked them nicely to stop several times for several things" He then started screaming "YOU DONT CALL THE COPS ON MY KIDS, YOU GOT A PROBLEM, YOU TAKE IT UP WITH ME, DONT EVER TALK TO MY FUCKING KIDS AGAIN, YOU DONT ADRESS OR LOOK AT MY KIDS EVER AGAIN!" I said "No problem, If i have anymore issues I will take it up with the police and HOA" He said " I DONT GIVE A FUCK ABOUT THE COPS OR HOA"  then he put his hands on his hips started walking towards me and screamed "you WONT adress my kids again"  I slammed my door in his face and he ran off screaming. Called the cops and they talked to me for a bit and went over and told him not to come back on my property again and that there is a noise ordinance and that if his kids don't stop they will be taking action. They thought it was funny that he said he didn't give a "fuck" about the cops.

Maybe that will put an end to it! **

I am so upset, I feel like this bully wins and is as untouchable as he says he is. I am scared for my safety and I feel like its absurd that he can do all of this legally. He even rides by slowly in his truck while I am on walks with my LO in the stroller and glares at me and then speeds off.

forgot to add- either him or his kids slashed my car tire the last time i called the police on them. After the police left they came in our yard blowing a horn, then set their car alarm off and sat on the truck with it ruining for 15 minutes (the alarm runing) and laughing at us asking them to shut it off. Then I woke up and went outside and my car tire was cut. i had just droven it the night before and it was fine I had even checked my tires air and there was no cut until morning. I cant prove they did it so nothing can be done.We have only lived here 3 months and have no enemys other than that neighbor. We barely know anyone here. I am assuming it was him.
