Why is our dog doing this?

Our 6year old beagle blutickhound mix is house trained and has been for some time. Her previous owners had her trained then couldnt keep her anymore so they gave her to the shelter. We fell in love with her and she is great with the kids. When we first got her she had no accidents in the house and would hold it all night and we let her out in the morning.
Then one time we went to the basement and caught her peeing on the cement. We rubbed her nose in it and said no. Then we coeaned it up and put her outside. We thought we were good after that.
Then maybe 2 other times she has peed in the basement sonwe put bleach on those spot and she has not peed down there since.
Then just recently we saw poop in the basement ( didnt look like that cats) so we picked it up and threw it outside. Then the next day there was poop so i came to conclusion why she might be pooping down there. So i brought it up to my husband. I told my husband we need to try something different on the way we are doing things. Cuz at this point we would let her outside and then feed her. So i thought feed her a half hr to an hr before letting her outside. As she may have to get up to go potty if we fed her after she is outside. So we agreed to try that as we done in the past. The next day i went down in the basement and found no poop of hers but our cat happend to miss the litter box. So i was like yes plan worked. Then i came back up and let her out while i showered and got the kids up. I let her back in about 25mins later. The kids and i left to run errands. We came back and i went to start laundry and right by my husbands work bench was a pile if dog poop.
Now she has been doing this for several weeks . We let her out when she demands potty, and at least 6 or 7 times in a day or always before we leave. But no matter how many times we let her out she still goes down in the basement to go poop. There is poop downstairs from her yesterday and my husband is suppose to clean it up.
Now we cant put a gate by the door as to the fact if the cats have to go to the bathroom they have to jump over it and they can fall from the stairs and get hurt. So gates out of the question. Now there is a door to the basement. If we close the door which we tried the cats use or carpet then as a litter box. So that wont work.
And the litter box needs to be cleaned as i did it thr last time which is my husbands turn this time but he wont even by the litter for it. So now instead of just the dog soon it will be the cats too.
How can we stop her from pooping in the basement? And why might she be doing this. She is healthy and even the vet saw her on thursday for a lump on her tail and said she was healthy, and the lump would not be why she is doing it.

Edit: so my husband picked up the piles of poop, put some bleach down on the areas, cleaned both cat litter boxes and put some deodarizer in the litter box with some baking powder on thursday. We even changed her schedule for eating and outside. She eats an hr before we let her out to go potty at night, and in the morning my husband feeds her before work and i let her out when i wake up usually an hr or 2 later, since after she eats she comes in bed with me. And i let her out with in a half hr before i leave to do errands or take my kids to the park. Its bern several days and today i went down in the basement to start one load of wash and there was no poop on tve floor. I hope this continues.

Does your dog live in the basement? 

Edit: Nevermind, had to read your post again. It is late LOL! 

Do you take the dogs for walks, play with her, keep her busy and help her to use up her energy?

No she doesnt live in the basement. She sleeps in our room and never has been in a kennal since with us.

She goes for walks, she chews on her bone, we tried fetch but she just stares at us like u threw it why should i get it. We rub her belly, the kids jump on her (they 2 and soon to be 5) and chase her.
She is lazy she would rather sleep than do any of that. But she goes for walks, car rides once a week, to petco. We do lot with her

You can raise the baby gate for the cats to gu under we did that... As to why I do not know...

There is some scent down there that is telling her that that area is an appropriate "potty area". I recommend that you take a mop and bleach the floor.. and if its cement - use verathane as a sealer. That is the ONLY way you're going to get rid of the "potty area" scent.

I suspect this also, that since the litter box is there, she thinks this is the bathroom place.  I suppose you can put papers down there for her to go on, or those pee pads or whatever they are called for dogs that you lay on the floor and the dog can use them.  Otherwise the place seems like the right place to her.  Bleach will kill the germs but not keep her away, for that you'll need vinegar to neutralize the urine- but since the cats are using the box there, I don't see that it would work. 

Take her out more often to use the potty,  first thing in the morning even before she eats, then again after she eats.  Or you can try crating her when you aren't right around her to keep her from using the basement. Or let her use the basement, as I said above, letting her use papers, etc. Perhaps papers in a litter box so she has her own potty.

Changing the feeding time to before she goes outside is a good first step.  Dogs tend to poop after they eat.  She might be having her "accidents" in the basement because she sees the cats get to do that.  Of course she doesn't understand the difference between the litterbox and the floor...  How big is the dog?  If you put a small pet door in the basement door, would it be small enough for the cats to get thru, but not the dog? 

The pet stores have lots of cleaning solvents that remove the "potty" smell.  You might try washing the basement floor, then treating it with one of those.   But, my biggest thought is that she's pottying down there because she knows the cats do.

You rubbed her nose it in?  Would you have rubbed your child's nose in her diaper if she pissed in it?  That is a horrible disciplinary tactic and any Veterinarian will tell you not to do it.  Besides dogs like the smell of urine.  Common sense would dicate taking her to the Vet if this is something that is not "normal" for her.  She could have a UTI, a Kidney infection, etc...She may be a dog but she does have a bladder, kidneys, etc.  I also noticed that you say "we let her out" you say nothing about anyone going out with her, spending time with her, playing with her, giving her attention.  She could be doing this to get attention.

She is most likely following the scent of the litter box, and her past poop spots.

Clean the floor thoroughly with an enzyme sent killer. These can be found at Petco. You might also look for a litter box, or litter, that has some kind of scent control.

Use an expandable gate that the cat can get thru, or raise it off the floor enough that the cat can get under, but not the dog.

If none of this helps, and she then starts to go in the upstairs house area, you might consider crate training her.

We let her out before, after she eats, first thing in the morning, and we are usually outside with her on most times she is out. Plus hubby let her out when he goes out for a smoke.
We have cleaned tbe floor several times but she keeps doing it.
We just had her to the vet and he said everything is good on her. So i highly doubt she has a kidney or uti. She is not peeing doen there, she is pooping.
She is a medium size dog, but we have a cat that is huge as of overweight like 18lbs. She is 50lbs.
Plus hubby domt want to cut a hole in the door
