Does this look broken?

I ran my toe into a metal chair and heard a really bad crack... the pain comes in waves, but I can walk on it (painfully) does it look broken to you??

no, just badly beaten up.  I am a frequent toe stubber against vacuum.

I bumped my toe into the wall one day ( my kids wasted water on the floor). Well I hear this crack and it started hurting so bad. Mine also was hurting in waves. I couldn't take the pain any longer went in and sure enough my toe was broke.

 I nomally stub it lots too but doesnt normally hurt for 6 hours...and consent just harser waves..know they dont do anything for toes...just curious

No, it just looks like you banged it up, but if the pain doesn't get better or you notice worsening symptoms, see your doctor.

This was my toe just a couple of years ago - I broke the pinkie completely (it went at a right angle from my foot) and cracked the one beside it:

You have deeply bruiced it or jammed the knuckle. Usually if it breaks it swells and bruices fast. Only thing a doc will do is tape it to the toe next to it
