The key is good planning and organization.
It depends on your specific situation. My fiance and I both work from home for the same company working opposite shifts, so we switch off time with the kids. I get them in the morning and daytime, he gets them afternoon and evening.
It takes a lot of patience and working together with their significant other or family, friends, daycare, etc., but it can be done. :)
It helps, mostly, to limit other commitments --including things like 'everything dusted all the time' and 'all the laundry completely finished'...
Everyone in the house working on the house helps --not chore lists, just an attitude of cooperation and helpfulness.
