Sometimes when shes laying down sleeping she'll wake up and her arms and legs will start flying everywhere! Is she seizing or is that normal?

Perfectly normal for infants!

for an infant that is normal because their central nervous system has not matured yet.

She's just over a month old??  That's called Moro Reflex.  That reflex is the reason that newborns are swaddled.  They don't have control of their arms and legs and will actually wake themselves up by startling themselves with the Moro Reflex.

totally normal reflex. I think it's so cute when they do that, except when it wakes them up. ;-)
