Use a light up musical toy, bottle (if you use them) pacifier, music on your phone. Just something to distract him for a few minutes.

The only thing you can do at this point is try and distract him as much as you can and make it fun. Don't fuss at him or yell at him, baby's may not understand words but they understand the tone- eventually he will get used to it.

My oldest was like that. When I was legally able to turn her around to forward facing I did. She was maybe 14 months old by the time she met the weight limit. The day the carseat turned the terror stopped.
Until then Make the straps really loose when its not in use it will be easier to manuver around they struggling child, then pull the tightener everytime to make sure he is secure. It works if you have a carseat that has an easy adjustment system.
