
Chest clip is a bit high and straps are waaayy too loose.
It looks like the seatbelt strap is twisted so that could be causing a problem. Also you have to make sure it is really tight. If the shoulder belt is causing it to pull up, then you might need to use a locking clip. And as far as actually harnessing you baby goes, the chest clip is too high, it needs to be at armpit level. And the straps need to be tightened.

It's the shoulder portion of the belt pulling the side of the seat up. Very common especially with infant seats. When you're tightening the seat belt, make sure you're not pulling up on the shoulder portion. Pull down and over instead.
