One more layer than you're wearing.

No thick coats in car seats!
And I'd limit the intense cold exposure. :)

Well like w my baby, she's always so hot so I just dress her in 1 layer- but for a "normal " temp baby- 2 layers

I was always told one layer more than what you are wearing.

With my son (19 months) I put him in a long sleeve shirt, hoodie and winter coat insulated pants, 2 pairs of socks and his hat mittens and snow boots. That's only if we are going shedding or playing outside. If we are just going to the store he just wears long sleeves and a winter coat.

i normally put a light jacket on her and pack a thick blanket over her and my LO stays pretty warm.. but with a blanket over the carseat to prevent the wind getting in her face. :)
