4 months is a NOTORIOUSLY bad month for sleep.
I wouldn't add the rice just to make him full since a lot of babies have sleep issues around 4 months, so it's not necessarily an issue of him being hungry (though he very well could be). Have you tried keeping a routine before bed? With my DD2, we take our bath, rub her down with nighttime lotion, put on her jammies, and nurse her to sleep in bed and she's out at almost the same time everyday. She knows whats coming next every time!
Also, try a white noise machine? A fan? That helps babies sleep. I'll add, my DD2 has never been a great napper either so chances are, he might be a bit overtired. You gotta work him down with the routine so he can slowly drift off.

I completely understand. When my DH gets home, he just wants to relax and play Black Ops 2 so at times he's not much help, but he also understands things run much smoother with both of us working together!
The way my girls' routine works, DH chooses which part of the routine he wants to be involved in. He chooses to give them a bath. That's his special time with the girls and he enjoys it. Then he helps DD1 brush her teeth and brush her hair, and I do storytime which takes 15-20 minutes.
By the time that's done, DD2 (my infant) is ready for bed and I nurse her to sleep. Then DH and I have our time together!
Let your DH choose what he wants to do, but he has to do one thing. That gives you time to do something else (be it have me time, clean, whatever), and then take over for the rest of your bedtime routine.

When babies start to teeth, their sleeping slows down! lol. My son didn't sleep the best from 4-6 months and then started sleeping better again.
