My son is 21 months old. He is circumsized, and for the second time, i went to change him, and there is a white squishy substance that is stuck in his skin. It almost looks like a huge white head. Last time, about a month or so ago, it simply wiped away. But this time it is stuck, and wont come off. It seems to be painful and/or itchy to him. Any ideas on what this could be?? Please help :(

I only have a girl, so I can't help you with this, but some other mamas will probably be able to give you some ideas soon.

It's the start of an adhesion. You need to gently pull the foreskin back and clean that area. You shpuld really do that on a regular basis with a circumsized boy. My son had that once. Use lube (coconut oil works well) so it's not painful, and if it is really adheased, you might have to pull it back in stages. If it starts to get red or inflamed, go to the doctor. :)

If he's circumcised, there is no foreskin and pulling back (or forceful retraction as it's technically called) the foreskin of an uncircumcised boy can cause a lot of harm and should never be done.
