A one-year-old's behavior "issues"

My one-year-old son is a sweet, easy-going guy. However, he has started slapping kids in his daycare and pulling their hair. He does not seem to be mean about it, but I am mortified! He will stop when anyone says, "no," but then he'll just move on to the next kid and start again. Has anyone experienced this or have any advice on how to put a stop to it?

infants/toddlers like to do things that will bring a cause-effect reaction, just keep reinforcing that its not something he's supposed to do and eventually it won't happen so much. I've been around many little ones who do this so don't worry that its just something that your child does, my little girl is a bully and I'm pretty sure all other moms of infants/toddlers have bullies on their hands. hehe.
