Small flesh colored bumps on my daughters upper arms?

I hope this isn't too off the wall a question, but i noticed dozens of tiny bumps on my daughter's upper arms.  They aren't red as you might expect a rash to be, but are the same color of her skin.  I am a little nervous, so was wondering if anyone has ever seen anything like it or knows what it is?  It doesn't seem to bother her, just me.  My daughter is 2.5 years old.  Thanks for any help.

I have this on my upper arms. I use Eucerin. I used to use Complex 10, but I don't know if they make it anymore.
