Should a 4 year old weighing 34 lbs be in a booster or a car seat at this time?

No, I would not booster until 40lbs minimum. Even then, I personally wouldn't booster until at least 5 or 6, depending on maturity.

Harnessed carseat. The BARE MINIMUM for a booster is 4yrs AND 40lbs. Even then, it's much safer for them to be harnessed until 6 or 7.

My son is 5 1/2 and about 44 lbs and is in a 5 point harness seat. He will be for a while longer still too. Every step up in a car seat, is a step down in safety.

Car seat. I will be keeping my children in their 5 point harness until it wont fit anymore. Its soooo much safer for the child!

Ds is 5.5 and still harnessed most of the time. He rides in a booster for short trips so he can learn how to sit right. But he also just hit 40lbs. Harness until he outgrows the harness on a decent seat.
