So my 17 month old daughter is takin her diaper off all the time even if she is just alittle wet do y'all think it time to potty train. I think we should give it a try but a lot of people are telling me it's to soon. If it is to soon any tips on helping me keep her diaper on. P. S have tried putting in on backwards did not help at all.

You can try but don't push it.  Many toddlers go through this phase.

We are going to try but if she doesn't want to then we will try again at a later time.

I agree that a lot of times it's just a phase.  When  my son started doing it, we put him in a footed sleeper backward with the feet cut off.  if it's warm where you are, you can always buy some cheap cotton ones and cut the legs and arms to make them cooler.
