Explaining death to a 2 year old

 DS is 2 and monday our oldest dog died. He was ancient and ill so it was not unexpected. DS has been particularly close to a few of our dogs (we had 5, now 4) and Louie was one of them. We tried to have him say goodbye to Louie and he saw us bury him but he's still asking about him. I've told him Louie is gone to heaven. He repeats that, "Louie is outside." over and over. I'm not sure if he's referencing Louie being outside in his grave or if he just thinks Louie is outside and we need to let him in to play. I realize that being 2 he'll forget about Louie soon enough and he'll probably never understand that he's dead but how do we go about this? This is important to figure out as another one of our dogs is suffering from hip dysplasia and I forsee him needing to be put down in a year.
