Technical
Sergeant Jason A. Hindmarsh, United States Air Force, distinguished himself by
exceptionally meritorious achievement as Civil Engineer and Base Defense
Advisor, Coalition Military Assistance Training Team, Multi-National Security
Transition Command-Iraq, Taji, Iraq, from 9 October 2006 to 8 October 2007,
during OPERATION IRAQI FREEDOM. Sergeant Hindmarsh displayed outstanding skill,
knowledge, and inter-service leadership, mentoring 10 Iraqi Army civil
engineers on the largest base in Iraq. He oversaw a 25-million dollar life
support contract and the maintenance, repair and operation of 176 generators
providing vital power and life support for over 16,000 Iraqi Army and 400
embedded Coalition forces. Sergeant Hindmarsh took over the largest fuel
program in Iraq when Taji was hit with a 30-day black-out of Ministry of
Defense fuel. Tackling the crisis during the base fuel advisor’s absence, he
requested and coordinated all emergency Coalition fuel allocations and
implemented a contingency plan to distribute fuel to critical locations
throughout Taji. Sergeant Hindmarsh’s efforts ensured the continuous operation
of 3 Iraqi combat brigades, 7 Iraqi Army academies and 11 base dining
facilities.  When the Base Defense Unit
was pulled out of Taji halfway through his tour without replacements, he was
chosen to be part of a 5-man base defense team. Upon the discovery of homemade
explosives at Taji’s main gate, he calmly directed 21 Iraqi military police,
called in ordnance disposal personnel, and controlled the scene until it was
made safe through a controlled detonation. His handling of the scene kept all
21 Iraqi soldiers safe and provided them with valuable lessons learned.
Sergeant Hindmarsh impacted Coalition intelligence efforts as well. As the sole
liaison with the Coalition Human Intelligence Team, he met with over 20 walk-in
Iraqi informants, earned their trust, and arranged critical interviews with
Coalition intelligence personnel. Sergeant Hindmarsh also excelled as the joint
Noncommissioned Office-in-Charge, Tactical Operations Center, overseeing
24-hour base-wide command and control operations.  During four small arms fire attacks, he
immediately dispatched Iraqi base defense forces for perimeter support while
controlling all base movement until each attack was over. Sergeant Hindmarsh
managed base recovery actions following 14 rocket attacks, coordinating all
critical ordnance reports with the Base Defense Operations Center and
controlling emergency response with explosive ordnance teams until each area
was declared safe. In support of Taji’s Level II clinic, Sergeant Hindmarsh
successfully requested and controlled 14 aerial medical evacuations, saving the
lives of 17 Iraqi men, women, and children. Outside the wire, Sergeant
Hindmarsh conducted 10 tactical convoys through Baghdad in support of unit life
support inspections at Forward Operating Bases. As commander for two convoys,
his strict attention to detail during preparations and movements ensured the
safe return of all personnel. His unit’s site assessments guided ongoing
logistics and force generation support of 24,000 front-line Iraqi soldiers.
Technical Sergeant Hindmarsh honored the finest traditions of military service
and reflected distinct credit upon himself, the Multi-National Security
Transition Command-Iraq, and the United States Air Force.
