Two week old baby questions

Hello, I have a 7 year old, so I'm a bit out of practice with babies. My cousin has a 2 week old. She was born c-section because she was stuck in the birth canal. So this being the  case, she has a cone shaped place on her head. Well, my mother in law seen her yesterday and said you needed to massage it to get it to be rounded. Well, the spot is still very much there and it feels kinda squishy. Is this normal. And I guess since yesterday, the baby doesn't want her head touched and cries when they put her on that side. I told them to not wait until the next appt. which isn't until aug, 24, but to call the doctor and ask about it. Also, the doctor said to feed her just 2 oz of formula at a time and they said that she is still acting like she is hungry. I said to give her another oz of formula and try that, is that alright? Thanks for any advice that you can give. :)
