Scruple #30 (Emergency Medical Treatment and Active Labor Act)
"The federal Emergency Medical Treatment and Active Labor Act requires hospitals and ambulance services to provide emergency care to anyone regardless of citizenship, legal status or ability to pay. The health care safety net, which includes free medical clinics, charity care, nonprofits and government-run community hospitals, provides necessary care to the uninsured."

If Universal Health Care doesn't work, we'll have a harder time recovering from it's failure.
Do you agree or disagree. Tell us why or why not. If you agree, what can be done to change that? Should we have a back up plan, or is that just planning for failure?
Scruple #32 (Optional vs. Necessary Cosmetic Surgery)
The Bill H.R. 676 proposes paying for 'necessary' cosmetic surgery.
- How do we decipher between necessity and not necessary cosmetic surgery?
- Who would decided if cosmetic surgery is necessary- the doctors, the patient, the Government or a combination of them?
If you got on a list for say- a heart transplant, and then another family member suddenly needed a heart transplant, you could swap places with that person. A friend of mine said that it would never work in America because we are all too selfish. To you agree or disagree? What would you do in that situation?
Do you think that doctors in America earn too much, just right, or not enough? What about health care workers in general? Do you think that Universal Health Care would lower the pay of health care workers, keep it about the same, or raise it? If Universal Health Care worked the way you wanted it to, would it raise the pay, lower it, or keep it about the same?
Do you think that Universal Health Care in America would result in long wait lists? Do you think long wait lists correlate with long wait times and over crowding in health care facilities, or is it possible to have one with out the other? Tell us why or why not. Also, if you think this could be a problem, what can we do to prevent that?
Scruple #36 (Personal Cost of Universal Health Care)
If people are unable to afford health insurance and/or health care now, how will they be able to support higher taxes after Universal Health Care is implemented?
Scruple #37 (The US Constitution)
How does the US Constitution effect you getting UHC? Under the Bill of rights (Amendment 5 I believe) people have rights to life, to liberty, to property. But they do not have liberty to healthcare.
* Should or can the US take UHC without violating the Bill of Rights or can it be circumvented?
* If it does violate the American Constitution do you think there is a way to expand it for UHC?

The Bill HR 676 (a bill for Universal Health Care) plans on saving America Millions of dollars by switching to an electronic billing system. The problem is that an electric billings system would put a lot of people out of jobs.
- Is it worth it if we still switch over to an electronic billing system?
- What do we do with the people that used to work in the billing department?
Scruple #39 Alternative Medications and Practice)
I've heard that some states have made it illegal for women to give birth at homes because it is 'unsafe.' How will Universal Health Care effect alternative Practice? Would midwives still be covered?
What about other forms of treatment such as natuopathic medicines, acupuncture, etc.
Would it be paid for with Universal Health Care?
Should it be paid for?
Scruple #40 (UHC countries outliving Americans)
According to WHO (World Health Organizations) Canadians outlive Americans by 2 1/2 years. In your honest opinion, do you think that is because they have access to basic health care and Americans don't? Or do you think that there might be some other reasons for Canadians to outlive Americans?
What about other countries with Universal Health Care? Do you think that they outlive Americans also? Tell us why or why not.
Scruple #41 (Health Savings Accounts)
Do health savings accounts count as Universal Health Care? If not, would you prefer them over Universal Health Care? Are Health Savings Accounts a step in the right direction?
*Health savings accounts are accounts that you can put money into, tax free, for all medical needs. I think there are restrictions on it though- like you have to use all the money within a year.
Scruple #42 (Government Employed Doctors)
Should Doctors be directly employed by the government? Tell us why or why not.
Some people have said that Universal Health Care only works if the population size is smaller. Do you agree or disagree? Tell us why or why. Do you think Universal Health Care would work better on a smaller scale?
Scruple #44 (Health Care Facilities)
Do you think that health care facilities should be owned by the Government? Tell us why or why not.
Many studies predict that preventive care could save a person (or a country) 50% on medical costs. The problem is, a person has to choose to get preventive care, even with a Universal Health Care system.
If America had Universal Health Care, would you choose to get preventive care? Would most of your family choose to? Do you think other Americans would choose to get preventive care?
Scruple #46 (When you Think about Universal Health Care?)
I was reading some answers to a question about whether or not people were for Universal Health Care and why. A lot of the women against it, said that they didn't want the government to tell them which doctor to see, and what gets approved and what doesn't.
When you think about Universal Health Care how do you see it that way? If not, how do view UHC?
Scruple # 47 (UHC and Malpractise)
Does everyone think that medical malpractise is common in countries of UHC?
Do we think it would occur more, less or the same as it is currently?
And if UHC is implemented do you think it will be harder in order for a patient to obtain compensation through a potential lawsuit?

Most Universal Health Care systems (and proposals) require that all tax payers chip in something for Universal Health Care, regardless of whether or not people want it. Is that fair? Is there something we could do to change that, but still make the cost of UHC relatively low?
Scruple #49 (How many Americans are uninsured?)
*The Census Bureau states that there are 46.577 million people in the United States without health care.
9.487 Million of them are undocumented workers.
8.3 Million of them make between 50 and 75,000 each year.
8.74 Million make over 75,000 a year.
12 Million of them qualify for programs such as medicare or medicaid, but they don't apply for it.
4.1 Million Americans will go without insurance for only 4 months.
That leaves about 4 million people in America that areactually falling through the cracks- that is also only 1.34% of the US population.
- Is Universal Health Care still necessary if only 4 million Americans are falling through the cracks?
- Do you think these figures are close to accurate? Tell us why or why not.
Do Countries with Universal Health Care have stricter laws on trans fats and/or higher taxes on things like smoking and drinking?
Should America have a higher tax on unhealthy foods and activities?
