Can you put the fathers name on the birth certificate without the
state going after him for child support? How do I deal with the fact he
wants to be a father to my child but doesnt want to tell his parents?

It depends on the state....some states try to make dads pay child support. But, why wouldn't you want to have the dad pay child support if he is able? If he wants to be a father to his child, he may need to gather up his courage and tell his parents. Becoming a parent comes with certain responsibilities, and owning up to being the dad is one of them. Does he not want to tell his parents because he think they will react badly? He might be suprised....but in any case depending on how old he is he probably needs to tell them.
