pre-abortion; the act of making sure those that have a high likely hood of having a special needs children, having children that they are un-able to care for, or don't want children and will definitely give them up for adoption or have an abortion are un-able to reproduce.

I will use it in a sentance. "the pre-abortion movement is helping lower the number of children in foster care".
