Lay your knee high socks on top of each other.

Cut off the foot.

Cut off the heels and the toes so you have 2 tubes about 2-3" wide


Turn them inside out. Fold them so you see the right side.

One at a time, take one of the pieces from the last step and put the leg piece through it. You should have 3 raw edges lined up together (the folded foot piece and the leg piece)

Sew it close to the edge of the raw edges.

Do the same to the 2nd one.

If you are making them for an infant, I suggest using kids knee high, size large. if you are making them for older babies/kids, I suggest using adult size knee highs.
You can also do thigh high leg warmers using tights or thigh high socks.
Leg warmers are also good arm warmers. My 5YO shares her infant sister's leg warmers to use on her arms. Kid size leg warmers can be used by adults on their arms.
Why leg warmers? They are great for quick diaper changes, babies whose pants are too big so they fall off, under dresses in the winter, potty training (no pants to pull off in a hurry), learning to crawl, and for dance/cheer/sports that use shorts but it is too cold outside (my 5YO uses them for soccer).
Why arm warmers? Your child ever want to wear a t-shirt but it is too cold? Or only have short sleeve dance wear? This is a great solution. Plus, when they get warm, they can just pull them off.
Comments:
I make these for my oldest DD all the time because she has cerebal palsy and still crawls (at 4 yrs). Her little knees would be minced meat if she didn't have some protection. Plus they look adorable!
