Remove long flaps, tape back on sideways. Cut rectangle out of one short flap to create steering column. Cut 3" slit in center of other short flap. Cut 3" slit in rectangle, 2" from one end, and push onto back flap to create tail.

Tape a block under wing to keep it from drooping.
