Need some photo help (for a good cause)

I recently got back in touch with a friend of mine and found out that her brother died a few years ago (I was friends with him too) I have two photos of him I would like to send her...I scanned them in...but sadly they are a bit blurry. I have photo shop, but I don't know how to (or if they even can be) cleaned up. Any help with this would be very much appreciated.
