Well after much debate and looking to others opinions I finally called CPS.  If you don't know why, you can read my journal that is titled  What Would you do in this situation?

I called my local Health Department to find out what numbers to call and who I would need to talk to. The first number she gave was 800-842-2288 than she gave me a local number 259-7505. I called the local number first but they were closed so the automated system gave me 866-511-9734. I called that number and no came to the phone so I left a message. They called back several hours later to tell me to call 800-962-2873. So I am am like "ok..another number." I call that number..no one answers and I am on hold by the automated system for 10 min. I hang up and call 800-842-2288. I finally get to speak with someone, but they are CPS for Connecticut and they can not help me since I am in Florida. (seriously?!?) " Ok " I say and try to call the last 800 number and still NO answer with me staying on hold. Was it meant to be for me to call?? I keep wondering that. And you know, yesterday, the little girl that is 3 , comes over to play with my son. No big deal. I feel so sorry for her and I am teaching my son to not judge people by their looks, especially since she always looks so dirty. Anyway, she comes over and walks in my back yard with us without asking. She has on a sleeveless shirt that was so big it was hanging off her shoulder and showing her chest, no shoes and a full pee pee diaper. She is in my backyard for an hour and not 1 time do her parents come out to see where she is or ask if it was ok that she play with us. I got so angry. Not towards her though. I kept saying "Ashley, you need to go home and change your diaper and than come back." She goes home and comes back with the same diaper. Poor thing is tip toeing through our grass because we have a patch of that grass that has little stickers in it. Nicely again I say."Ashely can you please go home and change your diaper and get some shoes?" This time she keeps telling me no. AAGGHHH! I wanted to scream..at her parents. So I tell her I would go with her to her house. There she goes tip toeing through the grass saying "ouch ouch" because she has no shoes. I get to her house and she runs in. I ring the door bell, no one answers. I than knock, no one answers. All I hear is her daddy telling her "Ashley, I told you I don't know where your shoes are!" She finally walks out with the same pee pee diaper and slip on shoes that are about 3 sizes to big that have a chunky heel. I am thinking "Are you kidding me?!?!?" Whatever, I roll my eyes because at that point I am furious, and I walk away with her to my back yard. The entire time I was standing there neither parent came to the door. Oh, and lets not forget the dried snot on her face. Well after today with me calling all these numbers and nothing accomplished I think I have decided to maybe just try to keep an eye on her. What I will try to do is make some yard sales and buy her some decent clothes without stains and that fit her and offer them to her mom and say "I saw these and they were a good price and I thought they would look cute on her."  I know it will not solve the problem, but by myself it is all I can do and maybe she will wear them.So we will see what the next few days bring. I may just drive to the Health Department and try to talk with someone directly.

Wow, thats just sad! I would have pounded on the door. That baby could get stold is a second!

I'm just going to put this out there.  What are the parents doing in there?  Drugs? sleeping?  I do belive that you can call the police department and tell them your story with CPS.  I would think that you could get help from them.  It's nice that you want to help, but it's the parents job to take care of them and you really can't watch her all the time. You may take of for town and come back to see this girl dead in the street.  I'm not trying to be mean.  These parents are stupid.

That is so sad! I agree w/ Linda. Anything can happen to her. Why is her parents not caring for her?!

I don't like to see that kind of stuff happening to kids either. It just shows that there are some parents who don't care about their kids whereabouts if they are just wandering away fro home. If I were you I would go over to the lil girl's home and talk to the parents and if they did not listen then talk to a police officer and see what has to get done. Am I right?

This is so said.  They need t here kids taken away.   It makes me want to cry.   You are a very good person .  Because you are trying to watch out for those kids.   You may want to try calling the police and they can get a hold of Cps.

Have an officer go to their house and see for himself what is going on and have them call the proper authorities. It usually works best if  someone like that calls and gets the ball going. Those poor children, makes me mad that cps takes kids away  from parents who are good parents and people like that still have their kids. I know you have to be nervous and torn up everytime you look or are outside. DO you have other neighbors   whoe see it too?
