WHY was a high risk sex offender allowed to go to a high school graduation?

So we went to my son's graduation Friday night, (way to go son!) and standing at the fence to the football field was a high risk registered sex offender!  WHAT???  I had my 8 year old daughter, my husband, my dad, step-mom, mom and step-dad with me so we put my daughter in the center of all of us and walked by, he actually turned around and looked at my daughter.  I told him to turn back around and keep his eyes off of her.  Even so, I DO NOT UNDERSTAND why he was even allowed to be there.  He has been seen around the school, talks to kids at the convenience store, even gave out Halloween candy.  I was under the impression that these people were to be separated from children or risk going back to prison!  I guess I will be calling the sherrif's office today to find out what is happening, I just can't believe that he is allowed to go where he wants to go and no one says anything.

i would definatly be calling and finding out WHY! they are not supposed to give out halloween candy, go anywhere near schools or parks, etc. good luck to you momma and congrats on your son graduating! :)
