Gas prices....

So after cartoons were over on PBS their news came on. They made this statement "Gas prices have risen in the last month despite the fact that the reserves are up. On the bright side they are still lower than this time last year." This irks me bc it makes me think "why are they rising". Who determines the prices and who is really benefiting?
