Advice needed on 2 yr old

We have had our 2 yr ols since birth. We have legal custody of her. Her mom was in prison when she delivered. Got the baby back when she was released at 5 months of age. Went back to prison soon after. Baby came back to us. Now mom is pregnant again. She is due this month. Three months ago decided she wanted her 2 yr old back. She had her 6 yr old back full time now, and has the 2 year old part time. The baby has not adjucted to well with her. She screams everytime she takes her. She claims she is fine once we are gone. After 3 months, I feel like she shoud be a little better about being with her mom. Just wondering what you might think about this.
